I've been wondering, who manage the district, if necromancers and Liches immersed in researching and experimentations? It turned out, that part of necromancers, who have not reached level of strength to become a Lich, sometimes choose to stay to serve in the district in the ghost form! They can't do a scientific surveys, but can do administrative work. They also can manage most of Necromatones, that equipped by a module for the perception of spectral vibrations - so they understand the commands from ghosts. Necromancers-ghosts are watching many things in the district - from the cleanliness of the streets to the order in the archives. Often, there's no faster way to find anything, than to refer to the Ghost... administrator! Amazingly, I learned so much about necromancy! Yes, it was an amazing city... what happened there...
